Actually, during the time institutional approach have come to fundamental component in agriculture and rural development programs. Farmer institutions tend to only positioned as a means of for the implementation of mere project, not as effort for more empowerment base. Forwards, to be can personate partisipative rural society community asset, hence development of institutions must designed as effort to enhance capacity of society itself so that become self-supportingly. Development of farmer group aliance to be formed each per village, also have to use bases of social local capital with local independence principle, reached throught autonomous principle and empowerment.
